The Administrative Measures for Foreign-Invested Telecommunications Enterprises, as amended
On September 10, 2008, the State Council promulgated the
"Administrative Measures for Foreign-Invested Telecommunications
Enterprises," as amended. These "Measures" lower the minimum registered
capital required for a foreign-invested telecommunications enterprise
conducting basic telecommunications business nationwide (or
cross-province) from two billion RMB to one billion RMB.
Telecommunications enterprises include, but are not limited to,
telephone companies, Internet providers, and Internet search engines.
The Measures further state that, for a foreign-invested
telecommunications enterprise conducting basic telecommunications
businesses within a province, the minimum registered shall be lowered
from 200 million RMB to 100 million RMB.
