China Releases Regulations on the Implementation of Food Safety Law
The Regulations on the Implementation of Food
Safety Law ("the Regulations") were released by the State Council on July 20,
2009, effective the same day. In order
to enforce food manufacturers' and operators' primary responsibility for food
safety, the Regulations require that food manufacturers exercise control over
the entire process of food manufacturing, food wholesalers establish sales
records and keep such records for a period of two years, and food service
providers be subject to food safety liabilities for their noncompliance with
the Regulations. Furthermore, the
Regulations specify circumstances that would trigger food safety risk
assessment, and regulate the food review system and food recall system in
detail.
