Kandel, former Commissioner of New York City’s Office for Economic Development and representative of Mayor Koch on the New York City Board of Estimate, joined the Kaye Scholer Real Estate Department in 1989 to represent clients in the areas of real estate development, zoning, land use regulation, public economic development incentives and tax assessment reductions.

Peter Haveles, a Partner in the Complex Commercial Litigation Department, focuses his practice on complex disputes involving the financial markets and commercial transactions. Over the course of his career, Mr. Haveles has developed an extensive understanding of his clients’ business operations, the financial markets in which they operate, and the risks that accompany them. Based on that knowledge and experience, he has advised clients with respect to litigation risks for numerous transactions and litigation arising from those transactions. Manuel Kushner has extensive litigation trial and appellate experience, especially in complex commercial matters.
