David Bickart is a retired partner in Kaye Scholer's Washington, DC office. Mr. Bickart has represented a wide variety of industrial, financial, real estate and governmental clients in both governmental and private enforcement proceedings under the Clean Air Act, the Clean Water Act, RCRA, TSCA and CERCLA, as well as permitting proceedings for new facilities, including resource recovery plants, under the Clean Air Act, the Clean Water Act, RCRA and related state air and solid waste laws.
全部显示He has counseled clients in the environmental aspects of corporate and real estate acquisitions, frequently involving multi-state facilities, and has also represented several national trade associations in connection with federal legislation, including the 1986 Superfund Amendments and Reauthorization Act and the Price-Anderson Act as it relates to environmental problems at government-owned facilities. Mr. Bickart has also represented leading national advertisers and marketers before the Federal Trade Commission and state consumer protection offices in litigations and investigations involving the advertising and labeling of consumer products. Prior to joining Kaye Scholer in 1981, Mr. Bickart served as Deputy General Counsel to the US Environmental Protection Agency; Deputy Assistant Director for National Advertising, Bureau of Consumer Protection, Federal Trade Commission; law clerk to US Supreme Court Chief Justice Warren E. Burger; and law clerk to Judge Inzer B. Wyatt, US District Court, New York.
