David Hibey concentrates his practice in the areas of trial and appellate litigation, white collar criminal investigations and defense of corporations and individuals.

David's background includes conducting corporate investigations involving securities, pharmaceutical, transportation, antitrust, and government contract matters. In connection with these and other matters, David conducted detailed witness interviews, and prepared investigative reports. David has also prepared and accompanied witnesses, individuals and corporations at proffer sessions with the U.S Department of Justice, as well as for testimony before the SEC and the Office of Oil Pipeline Safety. David also has experience appearing before suspension and debarment officials at the Department of the Army, as well as investigators with the National Transportation Safety Board.

In addition to working several years in private practice, David served as a Trial Attorney for the United States Department of Justice in the Department's Commercial Litigation Branch in Washington, DC, where he represented the United States in commercial litigation matters before the United States Court of Appeals for the Federal Circuit, the United States Court of Federal Claims, the United States Court of International Trade and in cases involving various boards of contract appeals. David's background includes vast first-chair trial and appellate experience involving breach of government contract claims, bid protests, commercial lease and concession disputes, claims arising under Fair Labor Standards Act, cost accounting, and construction matters. David has appeared numerous times for oral arguments before the United States Court of Appeals for the Federal Circuit, the United States Court of Federal Claims, and the United States Court of International Trade.
